Imagine that your funding has limits...

Now lets play two roles.

1) The Actor = the disaster manager

• The Actor is asked to do Rule 2, which is action 20% of the years.

• The action costs $1,000,000 per year activated

2) The funder = the government budget agency or external donor

• The funder has a 5 year budget cap of $1.5 million
